reStart offers a full range of services for youth, individuals, veterans and families experiencing homelessness in Kansas City. We provide a continuum of housing services that include emergency shelter, transitional living and permanent housing. reStart is equipped to handle all persons, including those with special needs and we offer the tools, assistance, and support to help our clients exit homelessness and enter permanent housing.

YOUTH SERVICES
It’s estimated that more than 2,000 teens and young adults in the Kansas City metro area are either living on the street or “couch surfing” with no permanent home of their own. Offering a range of services, including transitional and permanent housing, reStart works with these displaced young people to help them get their lives back on track.
Youth Emergency Shelter
reStart offers the only emergency youth shelter in the urban core of Kansas City, providing safe haven, a warm bed, and three meals a day for youths aged 12-17. Youth services provided in our shelters include:

reStart provided emergency shelter to 176 youth in 2019.
Youth Transitional Housing
reStart offers a Transitional Living Program (TLP) for youth ages 16 to 21 who have no safe home to return to. This longer-term program provides up to 18 months of transitional housing, life skills, financial education, case management and counseling to prepare youth to live independently upon graduating from the program.
Our youth TLP has eight units for unaccompanied youth experiencing homelessness and an additional four units at our 9th street location for youth who are pregnant or parenting. We have two additional Youth TLP's in Johnson County, KS.

A Good Street
This program provides up to 12 months of rental assistance for youth age 18-24 who are currently experiencing street homelessness. Referrals for A Good Start are generated from the Coordinated Entry Process. Youth interested in participating need to complete a vulnerability assessment tool VAT) at a local HUB; they will be added to a list and ranked by VAT scores. Need Immediate Help? Use the Safe Place Hotline 816-741-8700 or\Text SAFE and your location to #44357. You will get a text with the closest safe location. You can also find a Safe Place site in the KC Metro Area by looking for places with the yellow and black sign pictured above in their window. Locations include: QuikTrip, KCMO Public Libraries, YMCA's, KCATA Buses, Mid-Continent Public Libraries. Tell an employee at the site that you are there for Safe Place. They will call the hotline and a Safe Place responder will be there as soon as possible. |

Family Services

As one of the first family emergency shelters in Kansas City, reStart has been helping families experiencing homelessness since 1987.
Today, reStart’s Family Shelter Program provides for the immediate needs of families, including food and shelter, as well as offering a wide range of support services. We are happy to offer an inclusive way to help families and we support married or unmarried couples with children, single parents and same sex couples with children.
reStart’s Family Shelter can house up to 10 families at a time and families can stay for up to 90 days . Each room has beds, a refrigerator and microwave. Each floor where families are housed offers a community kitchen and a family-oriented playroom that was donated by the Kansas City Royals.
Our case managers work with all families to connect them with the community programs and resources they need including helping them make sure their children are still able to attend school while in the program. At reStart, we develop a unique service plan for each family and work with the family to move them into permanent housing as soon as possible.

- Parents are not required to be employed and reStart’s employment specialist helps them find jobs All families are welcome regardless of race, age, gender, sexual orientation, or marital status
- Families in our Family Shelter Program receive individualized case management to help each family develop specific, personalized goals and action steps that will lead them to self-sufficiency.

reStart provided shelter, homelessness prevention services and rapid re-housing for 350 veterans and veteran families in 2019.

reStart is an SSVF provider for the Kansas City area. This allows us to assist veterans and veteran families with resolving housing issues as well as providing temporary assistance, support and services to help ensure housing stability. The SSVF program offers:
reStart served 350 veterans and 32 family members in 2019.
HEALTH CARE FOR HOMELESS VETERANS-HCHV
HCHV is a Contracted Residential Treatment program between the United States Department of Veteran Affairs and reStart; eligible veterans are referred through the Kansas City VA Medical Center. We work with HCHV to place veterans with serious medical or mental health diagnoses into quality, community-based, supportive housing. The central goal of the HCHV program is to reduce homelessness among veterans by reaching out to those who are the most vulnerable and engaging them in supportive and rehabilitative services.
reStart served 61 veterans in this program in 2019.
The resources reStart provides for eligible veterans include:
- up to six months of rental assistance, help with rental deposits and application fees, transportation assistance,
- up to six months of utility assistance,
- help with moving expenses,
- help securing household supplies
- legal services
- child care
- case management
SUPPORTIVE SERVICES FOR VETERAN FAMILIES-SSVF
reStart is an SSVF provider for the Kansas City area. This allows us to assist veterans and veteran families with resolving housing issues as well as providing temporary assistance, support and services to help ensure housing stability. The SSVF program offers:

Street Outreach
reStart provides coordinated street outreach services to people in the greater Kansas City area who are experiencing homelessness. Teams reach out to people who are sleeping in encampments, vacant buildings, cars, under bridges, etc. and provide street-based case management services to link people to the housing and support services they need to thrive.
Outreach Specialists also engage with people at static sites throughout the city, including libraries, community centers, transit stops, etc. to connect them with needed resources. reStart works in collaboration with the other community based organizations in order to maximize resources and minimize duplication of services.”

Wrap Around Services
Clients in reStart programs are served by staff therapists, substance abuse counselors, a housing and employment specialist, and numerous case managers who assist them in developing individualized, strengths-based plans.

- Employment Assistance – In addition to employing current and immediate past residents on-site, reStart partners with the Full Employment Council (FEC), Helping Hand of Goodwill, the Women’s Employment Network, Bishop Sullivan Center, the Turnaround Center (Catholic Charities), and Beyond the Conviction to place clients in permanent positions that pay above minimum wage. An on-site SHARE Network Access Point (SNAP) center provides residents with access to the Full Employment Council’s computer-based job placement programs and career specialists.
- Mental Health Services – In addition to services provided by our two full-time staff therapists, reStart works with the Truman Behavioral Health, ReDiscover, Swope Health Services, Samuel U. Rodgers, and other community providers to provide clients with mental health screenings, assessments, therapy, and referrals.
- Health Screenings, and Health, Dental, and Vision Care – reStart partners with numerous agencies and health care providers to provide health education workshops, primary and preventative care, nutritional education, fitness/wellness programs, and health benefits advocacy.
- Food – Harvesters food bank provides the majority of food for reStart’s shelter and four of our sites are Harvesters programs. Harvesters’ Project Strength is offered on-site to teach homeless individuals and families how to prepare nutritionally balanced meals with limited resources.
- Sexual Assault and Domestic Violence Prevention and Assistance – The Metropolitan Organization to Counter Sexual Assault (MOCSA) provides information about sexual assault and services to women in our programs. Rose Brooks, Hope House and Newhouse provide support for victims of domestic violence and training for our staff.
- School Districts – reStart works with homeless service coordinators in all local school districts to enroll students and to accept referrals for the Family Shelter and the Youth Emergency Shelter. reStart works actively with the Kansas City, Missouri School District to ensure that all children and youth in our youth and family programs are enrolled in school and have access to a tutor.

reStart provides six scattered site permanent housing programs with 73 units for people who are chronically homeless (12+ continuous months of homelessness or four episodes equaling 12 months) and disabled.

- A NEW START provides 16 units of permanent housing in a three-building apartment complex for adults with persistent mental illness and co-occurring substance abuse disorders.
- THE VOCATIONAL LIVING CENTER provides 12 permanent housing and supportive services for chronically homeless adults with disabilities.
- HOME AGAIN provides nine permanent housing units for chronically disabled veterans.
- HOUSING COUNTS provides seven permanent housing units for chronically disabled families.
- HSC SHP provides 13 permanent housing units for individuals and families who are chronically disabled.
- ROSEHILL TOWNHOMES provides 16 unites of permanent housing to families and single adults.
rapid rehousing
restart's Rapid Rehousing program is a scattered-site housing program. The programs house clients in apartment units or houses that are spread out in different areas of Jackson County and Wyandotte County and offer clients rental support, case management services, employment services, and/or other supportive services for 12-24 months while they work to secure permanent housing.
These programs are funded by HUD and are designed to meet the needs of chronically homeless youth (ages 18-24) and families. Program participants are referred from and prioritized by the Greater Kansas City Coalition to End Homelessness’ Coordinated Entry system. In 2019, reStart’s Rapid Rehousing program served a combined total of 55 youth and family households.
